General Bel-Dann was the leader of the Kree Peace Battalion, whose mission was to ensure that the Kree didn't get involved in another war with other species, after the devastating conflict with the Shi'ar Empire. He was present at the trial of the Phoenix as an official representative of the Kree.
The Peace Battalion was broken apart due to disagreements with Zey-Rogg. He was next seen forming an alliance with Raksor and making a mutual deal to put an end to the conflict over Earth between the Kree Empire and Skrull Empire after battling for months with each other. They then both went to Earth, where while undercover, they tried to end the conflict between the Kree and Skrulls permanently. However, before their plans could be completed, Bel-Dann was murdered by a Cotati.
