Rutherford Winner is a freelance assassin who was originally conditioned into being an asset of Hydra, and later by S.H.I.E.L.D. to become an operative for them.

Rutherford Winner was randomly selected by Hydra to undergo severe conditioning where he was given artificial memories and programmed to become an elite Hydra agent. He was extremely effective on their missions, until he was captured and repurposed by S.H.I.E.L.D., who wanted to use him as an asset.
Eventually he escaped S.H.I.E.L.D.'s grip and became a freelance agent. While doing freelance work, he came across the Daughters of the Dragon. They initially fought against him, but after learning of his past they decided to help get him treatment. He was placed in the care of Dr. Andrea Sterman, before being turned over to the Ravencroft Institute.
