Swashbuckler was a young hero in Houston, Texas and nephew of Greg Sanders, also known as the Vigilante. Trained by his uncle, Carter eventually adopted the masked identity of Swashbuckler and became the local protector of Houston, Texas. Working once with Batman, Carter managed to capture the infamous criminal called The Riddler.
