Roger Hayden, who wears a Medusa Mask that can manipulate the emotions of others. This mask has arguably driven him insane over the years, and he once switched places with James Highwater to escape it. Hayden was a member of the Secret Society of Super-Villains until Black Adam killed him during Infinite Crisis.
