Hawkins was a Park Warden who came to Keystone to help the citizenry beset upon by the red cloud.

Hawkins visited the rescue camp in the Custer State Park with Warbird. As the red cloud began spreading through South Dakota, they then moved to St. Mary's Hospital. Hawkins then helped Warbird rescuing the remaining Avengers below Mount Rushmore.
